When applying for adsense most times, we have problem confirming our address with Google pin.
This is an issue because many house in Nigeria are not numbered and are geographically placed to be found by the Google people.

All you need is your NEPA Bill and your publisher ID
When you have waited enough for this PIN to arrive and it never arrive, then request another one until you have no more retry left.
Then you will be asked to use alternative way to verify, with this, just scan and upload your NEPA bill and wait for the verification within 2 hours.
In case you entered the wrong PIN three times and your account got blocked! No, it’s not over; you can retrieve it.
